 drainage\, misuse of drains\, and estates of small industrial premises - w
 hich are widespread and often unknown pollution sources\, is a major cause
 . In many cases we do not understand the pollution nature\, scale or impac
 t or how to reliably reduce the load and impact. The issue is further comp
 licated by  the lack of political will attached to the issue  and by what 
 can be referred to as the pathology of complex governance.  How do we move
  forward?
