DESCRIPTION:ONR Global recognizes that international scientists and engine
 ers conduct creative and novel research. This Global-X Challenge provides 
 an opportunity for these international researchers to collaborate\, genera
 te revolutionary ideas and show proof of concept these ideas will succeed.
  ONR Global invites outstanding international researchers to form multi-na
 tional\, multidisciplinary teams to address one or more of the capability 
 challenges:\n\n	Subsea Object Detection and Identification (Underwater and
  Seabed)\n	Personal Expeditionary Power and Energy\n	High Latitude High Ba
 ndwidth Communications\n\n\nFunding:            $750\,000 (+$25
 0K add-on possible)\n\nDuration:           9m (+9m add-on possib
 le)\n\nEligibility:  Non-federal entity researchers from academia and ind
 ustry may participate. ONR Global expects\, but does not require\, that mu
 lti-national teams will consist of at least two research entities outside 
 of the U.S.\, whether from academia\, industry and/or the broader research
  community. Researchers from U.S. research entities may also participate\,
  but are not required. Note that according to internal EPFL rules\, only p
 roposals that qualify as fundamental research should be submitted.\n\nHow 
 to apply: The two-stage application procedure begins with the submission o
 f a white-paper via email. White papers should be formatted according to t
 he template available in the FOA and should not exceed 5 pages. Successful
  applicants will be invited to either participate in an in-person teaming 
 workshop\, or to directly submit a full proposal. Full proposals should be
  submitted on grants.gov and must contain a detailed budget\; for these st
