 .\nAbstract:\n"The international diplomatic and security-policy community 
 is becoming increasingly aware of the potential risks the cyber domain pos
 es to global stability. With the development of the internet as a global i
 nfrastructure for business and as a new tool for politics\, espionage\, an
 d military activities\, there is  growing international concern regarding
  the long-term sustainability and utility of cyber activities. Given the w
 ell-known technical difficulty in attributing cyberattacks\, the “rush t
 o weaponize” the cyber domain threatens to lead to geostrategic instabil
 ity and raises the potential for miscalculations in times of crisis to lea
 d to conflict.\nSo what are the key questions and concerns that keep the c
 yber policy community up at night? For example\, what is a cyber weapon? W
 hat amounts to an armed attack in cyber space? How to define the limits of
  cyber sovereignty? With a technical audience in mind\, this brief present
 ation will outline  the current state-of-play of international cyber secu
 rity diplomacy\, discuss some of the most current questions being debated 
 at the international policy level and look at potential long-term impacts.
 "Biography:\nBen Baseley-Walker is Programme Lead of the Emerging Security
  Threats Programme (EST) at the United Nations Institute for Disarmament R
 esearch (UNIDIR). Having established the programme in 2011\, Mr Baseley-Wa
 lker directs the work of the group\, which encompasses outer space\, cyber
 space\, environmental conflict\, nanotechnology and the role of emerging t
 echnologies in conflict mitigation and prevention.\nWith significant exper
 ience in international relations\, international law\, and strategic commu
 nications\, Mr Baseley-Walker brings an innovative strategic approach to h
 is work facilitating and supporting international dialogue on emerging are
 as of conflict and international security.\nBefore joining UNIDIR\, Mr Bas
 eley-Walker was the Advisor on Security Policy and International Law for t
 he Secure World Foundation (SWF). He previously worked in international re
 lations and international law in East Africa with the Kenya National Commi
 ssion on Human Rights\, the Ethiopia International Law Project and the Uni
 ted Nations High Commissioner for Refugees in Nairobi\, Kenya.\nMr Baseley
 -Walker studied International and European Law at the Universiteit Van Ams
 terdam Law School in the Netherlands\, and Politics at the University of E
 dinburgh in Scotland. He is also a graduate of the International Space Uni
 versity Space Studies Programme in Beijing.
