DESCRIPTION:Prof. Dr G. Characklis\, Univ. North Carolina\nWater has becom
 e increasingly scarce in many regions of the world\, and strategies incorp
 orating both science and economics will be required to ensure that the res
 ource is managed in a way that limits the risks of supply interruptions an
 d the related financial impacts.  Historically\, most developed countries 
 have enjoyed relatively abundant water supplies\, but both the public and 
 private sectors must begin to think more deeply about how they will manage
  scarcity\, particularly given that climate uncertainties may substantiall
 y complicate future planning efforts. More innovative management will requ
 ire integrated consideration of the infrastructure\, the financial implica
 tions and the "institutions" (e.g.\, regulatory\, legal) that govern the d
 istribution of water across society.  This discussion will focus on the pr
 imary physical and economic trends influencing water management\, with add
 itional exploration creative solutions for addressing some of the challeng
 es that will be encountered.  Dr. Characklis has been a faculty member at 
 the University of North Carolina since March of 2001.  Prior to that he se
 rved as Director of Resource Development and Management for Azurix Corp.\,
  the water-related subsidiary of Enron Corp.  Before entering the private 
 sector\, he was a Fellow with the National Academy of Engineering in Washi
 ngton\, D.C.  Dr. Characklis holds a B.S. from Johns Hopkins University an
 d an M.S. and Ph.D. in Environmental Engineering from Rice University.
