DESCRIPTION:Prof. Antonio Pais Antunes\nIn the seminar\, a multi-objective
  approach to long-term inter-urban multilevel road network planning is pre
 sented. In addition to the efficiency objectives dealt with in most of the
  litera-ture where the subject is addressed\, the approach takes into acco
 unt robustness\, equity\, and environmental objectives. For achieving the 
 objectives\, two types of action can be performed: the construction of new
  road segments and the upgrading of existing road segments. The ap-proach 
 is consistent with the planning framework of the Highway Capacity Manual\,
  using the concept of level of service to assess traffic flow conditions. 
 The application of the approach is illustrated for case studies involving 
 the road networks of Poland and Portugal. Biography António Pais Antunes 
 holds a Diploma in Civil Engineering from the University of Coimbra\, Port
 ugal\, and a PhD in Applied Sciences from the Catholic University of Louva
 in\, Belgium. He currently is a professor at the Department of Civil Engin
 eering of the University of Coim-bra\, where he teaches courses in urban a
 nd regional planning and transport engineering\, and is the director of th
 e Doctoral Program in Transport Systems offered jointly by the Technical U
 niversity of Lisbon and the Universities of Coimbra and Porto and in colla
 boration with the MIT. Before joining the University of Coimbra\, he was t
 he director of planning of the Centro Region Development Agency. His main 
 subjects of research are public facility planning and transport infrastruc
 ture planning. He is the author of over 150 scientific publications\, incl
 ud-ing 35 articles in international journals (e.g.\, Environment and Plann
 ing A and B\, European Journal of Operational Research\, Journal of Transp
 ortation Engineering\, Journal of Water Resources Planning and Management\
 , and Transportation Research A).
