 alk I plan to present / explain one of the most fundamental open questions
  about first order effectiveness in arithmetic geometry\, the so called "e
 lementary equivalence versus isomorphism problem." The problem is\, among 
 other things\, about giving uniform concrete formulas which characterize t
 he number fields\, the function fields of arithmetic curves\, etc.\,up to 
 isomorphism. The question in general is wide open\, but there is relativel
 y recent promising progress\, on which I plan to report.
