 of European science"Résumé\nDespite positive trends in the globalization
  of R&D\, recent studies of international collaboration show that national
  borders are still a formidable hindrance to scientific integration\, notw
 ithstanding directed policies aimed at reducing barriers – as specifical
 ly is the case for the European Research Area (ERA). Here we use the 2004/
 2007 European Union (EU) enlargement by 12 member states as a natural expe
 riment to quantify the impact of EU efforts to expand and integrate the sc
 ientific competitiveness of the ERA. We find that levels of European cross
 -border collaboration would have been higher without EU enlargement\, desp
 ite the new 2004/2007 EU entrants gaining access to EU resources incentivi
 zing cross-border integration. To further illustrate the unintended conseq
 uence of the EU expansion\, we use official high-skilled mobility statisti
 cs collected over the same period to identify brain drain – principally 
 from entrant to incumbent EU member states – as a major factor underlyin
 g the divergence in cross-border integration between western and eastern E
 urope. These results challenge a central tenet of current and past ERA int
 egration policies that unifying labor markets will increase the internatio
 nal competitiveness of Europe as a whole\, calling attention to the need f
 or better brain-return incentives and policies.Bio\nDr. Petersen is assist
