 rsity\, Aachen\, Germany\nIn the actual Steel Design Codes\, especially fo
 r strength oriented cases\, ultimate load and fracture are considered as a
  phenomenon being linked to the material strength fu in engineering model 
 approaches. However\, since the material strength fu is primarily the resu
 lt of the occurrence of plastic instability in tension\, it does not suffi
 ciently reflect the damage behaviour of the material. Thus it is necessary
  to take into account the damage behaviour to predict fracture for stress 
 states that are different from that of pure tension and especially when no
 tches come into play. This situation results into two main shortcomings at
  present:\n1)    Relative high scatter in the actual components strengt
 h prediction\n2)    Utilisation potential for new\, i.e. High Strength 
 and Ultra High Strength Steels\,\n       at present not used\n   
     The presentation therefore outlines in the light of using High Stre
 ngth Steels:\n       -    a procedure how these obstacles can be 
 overcome and which \n            approaches are feasible based
  on damage mechanics\n       -    which parameters do we need and
 \n       -    how a reduced parameter determination technique can
  be applied.\nAdditonally some results on notched tension bars are present
 ed and discussed vis à vis experimental results.\n\nBio : M. Feldmann got
  a Civil Engineering degree at RWTH Aachen University\, Dipl.-Ing. in 1991
 . He then went into industry as a Design Engineer for 2 years. At the end 
 of 1992\, he came back to RWTH Aachen University as a PhD and got his Do
 ctoral Degree in 1994\, with the thesis entitled: \nZur Rotationskapazit
 ät von I-Profilen statisch und dynamisch belasteter Träger.\nHe was then
  Chief Engineer at the Steel Construction Institute of RWTH Aachen Univers
 ity\, 1995-1998 and went again for 3 years in industry. \nHe was appointe
 d Full Professor for Steel Construction at TU Kaiserslautern\, in 2002. T
 hen he was appointed Full Professor at RWTH Aachen University\, in 2004/2
 005.\n
