 f a health program may decisively depend on population trends. We consider
  the decision about a medical intervention in a certain cohort in a time-v
 arying population with imperfectly observable dynamics. To reduce uncertai
 nty it is possible to collect costly samples. We determine an optimal samp
 ling policy and apply our results to hepatitis C screening of a population
  with linear prevalence dynamics.
