 ult for class group L-functions of arbitrary CM fields\, generalizing the 
 known results\, which are ineffective. To prove it\, we develop an explici
 t CM type norm formula for CM points on Hilbert modular varieties. Some ot
 her arithmetic applications of this formula will be introduced.
