 s paper studies the intended and unintended effects of a specific policy c
 onducted by the French Government around 2006 aiming at boosting the numbe
 r of foreign students admitted in French universities. The Campus France p
 rogram aimed at facilitating the application process of foreign candidates
  from some particular countries and applying in specific universities. We 
 develop a small theoretical model that allows for the existence of capacit
 y constraints in order to analyse the potential effects of such a policy i
 n terms of student inflows and in terms of selection. Using a Diff-in-Diff
 -in-Diff approach\, we test the impact of Campus France on the magnitude o
 f inflows. We find that the Campus France policy led to a global increase 
 of inflows of foreign students around 8%. The increase is concentrated on 
 universities outside the top 150 of the Shanghai Ranking. We also use the 
 CF policy as a way to test the potential crowding-out effects on native st
 udents while taking care of the usual endogeneity concerns. We find some e
 vidence in favour of crowding-in effects\, either on native students or on
  foreign students coming through the traditional channel.\nJoint paper wit

 of economics at the University of Luxembourg for more than 10 years and is
  a research fellow of IZA (Bonn)\, CES-Ifo (Munich)\, IRES (Louvain) and C
 REAM (London). His current research focuses on the economic issues related
  to international migration\, such as brain drain\, international mobility
  of students\, climate change and migration and determinants of internatio
 nal migration. He has published more than 50 papers in academic journals\,
  such as Economic Journal\, Journal of Development Economics\, European Ec
 onomic Review\, Review of Urban and Regional Economics\, Canadian Journal 
 of Economics or Scandinavian Journal of Economics or the Journal of Econom
 ic Geography. His work has received more than 7500 citations with a h-inde
 x of 39 (Google scholar). He is currently the coordinator of the PRIDE MIN
 LAB doctoral program on topics involving migration\, labour and inequality
 . He has been acting as an adviser of several international institutions s
 uch as the World bank\, the European Commission\, Industry Canada\, the Wa
 lloon Region in Belgium or the Banque de France.
