 stract\nHow should businesses adjust strategic patenting to changes in pat
 ent law? Theoretically\, if legal protection of patents is stronger\, pate
 nts would be more effective in deterring potential entrants\, and so\, inc
 umbent businesses would reduce patenting. When the Court of Appeals for th
 e Federal Circuit assumed jurisdiction over patent appeals\, it strengthen
 ed the legal protection of patents. Importantly\, the increase varied geog
 raphically by judicial circuit. Exploiting these changes as a natural expe
 riment\, we find that businesses reduced patenting\, the marginal patent w
 as more valuable commercially but not technologically\, and new entry fell
