DESCRIPTION:Alexandre Vallet\n\n\nAlmost all satellites are using radio fr
 equencies. Since there is no national sovereignty in outer space\, the man
 agement of radio spectrum essentially relies on an international treaty ca
 lled the Radio Regulations\, which is elaborated by the International Tele
 communication Union\, the UN specialized agency for ICTs. Since 1906\, thi
 s treaty is regularly updated by ITU Member States to cope with the advanc
 e of radio technologies through an cooperative process of technical and re
 gulatory studies. The presentation will first introduce the international 
 framework for regulating the use the radio frequencies. It will then focus
  on the specific case of Cubesats with a presentation of the process to ge
 t access to radio frequencies for a Cubesat project.\n\nAlexandre Vallet i
 s the current Chief of the Space Services Department in the Radiocommunica
 tion Bureau of the International Telecommunication Union (ITU)\, since Nov
 ember 2017. Alexandre Vallet began to work in 2000 in the R&D center of Or
 ange dealing with communications satellites. In 2006\, he joined the satel
 lite operator Eutelsat where he was in charge of regulatory matters. From 
 2007 to 2017\, he was the Head of the Regulatory affairs and Spectrum/Orbi
 t Resources Department at the French Agency in charge of radio spectrum ma
 nagement (Agence Nationale des Fréquences – ANFR).
