DESCRIPTION:Johan Rochel\nTitle: A computational-philosophical approach to
the international law on AI\nAbstract:\nThis brief talk will provide an o
verview of the research project I would like to start at the CDH. \nBecau
se of the relevance it holds for virtually all emerging technologies\, AI
is seen as a promising case-study of how to address structural challenges
for international law on technology. A number of international actors have
drafted ethical guidelines for AI governance\, placing the focus on value
s such as autonomy\, accountability\, or digital sustainability. This res
earch project builds on this momentum. The first general objective is to e
valuate the contours of an international law on AI. The second general obj
ective is to give this emerging international law a normative backbone by
drawing upon a specific doctrinal approach to international law\, thereby
drawing on a republican approach structured around a notion of freedom def
ined as meaning an absence of domination. The third general objective is t
o identify the lessons learnt from this republican international law on AI
for international law on emerging technologies. The results will contribu
te to theoretical issues in international law and help identify best pract
ices for policymaking in the context of technologies. They will also impro
ve international law’s capacity to address technological developments th
at impact individuals and States alike.\nBio:\nDr. Johan Rochel is a postd
oc researcher at the CDH. He teaches as part of the SHS programme "Ethics
of Robotics" and "Law and Ethics of AI". He is trained both as a philosoph
er and as legal scholar. Beside his academic activities\, he is co-founder
and co-director of a consulting company called "ethix - lab for innovatio
n ethics". He commutes between Zürich\, Lausanne and Monthey (Valais) whe
re he is part of the constitution-giving body.\n\n
