"Thanks, but no thanks: Companies’ Response to R&D tax Credits"

Abstract
"This paper investigates whether firms learn from their peers in order to optimizetheir R&D management. In particular, we consider to what extent R&D active firms in Belgium mimic their peers’ decision to adopt a newly introduced tax exemption for wages of R&D employees. By exploring different definitions of peer networks based on geographical proximity, we show that there is a ‘critical mass’ of neighbors affecting a firm’s decision to use fiscal incentives for R&D. Our findings suggest that firms’ informal networksplay an important role in accessing not only technological but also managerial knowledge. These results have methodological implications for dealing with selection biasin program evaluation, and they inform policy makers how firms cope with a fragmented landscape of innovation support measures."
