I will start by summarizing the status of pure 3d gravity in Anti-de Sitter space and review the progress on some of the long-standing puzzles of the topic. I will then propose a candidate for the dual of pure 3d gravity. Much like JT gravity, its two-dimensional cousin, this model is not a standard quantum mechanical model, but rather an ensemble average. The members of the ensemble are approximate 2d CFTs, meaning they almost satisfy the bootstrap consistency conditions. I will discuss the status of the model, and its connection to the sum over topologies in the bulk.
