The title suggests that the talk is in Finsler geometry, and indeed Finlser geometry is responsible for my personal motivation.
The most results are actually Riemannian: as I explain in the first part of the talk, the initial Finsler problem can be reformulated as the following Riemannian problem: describe compact quotients of incomplete locally reducible Riemannian manifolds. This is a classical an well-studied problem, I will give an overview of known results, present some new, and apply everything in the Finsler geometry.
The results are joint with Yu. Nikolaevsky (Melbourne)
