Water has become increasingly scarce in many regions of the world, and strategies incorporating both science and economics will be required to ensure that the resource is managed in a way that limits the risks of supply interruptions and the related financial impacts. Historically, most developed countries have enjoyed relatively abundant water supplies, but both the public and private sectors must begin to think more deeply about how they will manage scarcity, particularly given that climate uncertainties may substantially complicate future planning efforts. More innovative management will require integrated consideration of the infrastructure, the financial implications and the "institutions" (e.g., regulatory, legal) that govern the distribution of water across society. This discussion will focus on the primary physical and economic trends influencing water management, with additional exploration creative solutions for addressing some of the challenges that will be encountered. Dr. Characklis has been a faculty member at the University of North Carolina since March of 2001. Prior to that he served as Director of Resource Development and Management for Azurix Corp., the water-related subsidiary of Enron Corp. Before entering the private sector, he was a Fellow with the National Academy of Engineering in Washington, D.C. Dr. Characklis holds a B.S. from Johns Hopkins University and an M.S. and Ph.D. in Environmental Engineering from Rice University.
