After 20 years of investment in reducing point sources of pollution, UK waters are still not at good status. Chronic diffuse pollution, especially by urban sources - such as road runoff, misconnected domestic drainage, misuse of drains, and estates of small industrial premises - which are widespread and often unknown pollution sources, is a major cause. In many cases we do not understand the pollution nature, scale or impact or how to reliably reduce the load and impact. The issue is further complicated by the lack of political will attached to the issue and by what can be referred to as the pathology of complex governance. How do we move forward?
