We obtain an effective nonvanishing result for class group L-functions of arbitrary CM fields, generalizing the known results, which are ineffective. To prove it, we develop an explicit CM type norm formula for CM points on Hilbert modular varieties. Some other arithmetic applications of this formula will be introduced.
